PUBLIC OFFER (AGREEMENT) FOR PROVISION OF DATA NETWORK COMMUNICATION SERVICES Bishkek Revision as of: 13.02.2026 1. GENERAL PROVISIONS 1.1. This document is an official offer (Public Offer) by Sole Proprietor Daniil Viktorovich Ostapenko (Callio), hereinafter the "Provider", to any individual or legal entity (hereinafter the "Subscriber"). 1.2. Under Art. 398 of the Civil Code of the Kyrgyz Republic, acceptance of the terms below and payment for services constitutes the Subscriber's acceptance (acceptance is equivalent to concluding the agreement on the terms set out in the offer). 1.3. The Provider reserves the right to amend the Offer. A new version takes effect upon publication at https://callio.online/ 2. SUBJECT OF THE AGREEMENT 2.1. The Provider grants the Subscriber access to the IP telephony (VoIP) platform for making outbound and receiving inbound calls over the Internet. 2.2. Services are provided subject to technical capability and the Subscriber's Internet access. 3. ACCEPTANCE AND REGISTRATION 3.1. Acceptance of this Offer consists of: Registration at https://callio.online/; Checking "I agree to the Offer terms"; Making an advance payment to the Account. 4. SERVICE RULES AND LIMITATIONS 4.1. EMERGENCY NUMBERS: The service does NOT support calls to emergency numbers (101, 102, 103, 104, 112). The Subscriber must have an alternative means of communication for such purposes. 4.2. PROHIBITION ON SPAM AND FRAUD: The Subscriber must not use the service for automated mass calling (spam, telemarketing without consent), for unlawful activities (fraud, threats), or to spoof Caller ID without proof of right to the number. 4.3. The Provider may suspend services in case of unusually high traffic or suspected account compromise pending investigation. 5. FEES AND PAYMENT 5.1. All amounts are in Kyrgyz Soms (KGS). If a rate is shown in another currency, debits use the NBRK exchange rate on the transaction date. 5.2. Payment is advance-based. Services stop automatically when balance reaches zero or below. 5.3. The Subscriber is responsible for correct payments and keeping access credentials secure. 6. LIABILITY 6.1. The Provider is not liable for service interruptions due to third-party operators or the Subscriber's ISP. 6.2. The Provider is not liable for call quality when the Subscriber uses an unstable connection (Wi‑Fi, 3G/4G/5G). 6.3. The Provider's total liability for any claim is limited to the amount paid by the Subscriber for the last billing month. 7. PERSONAL DATA 7.1. The Subscriber consents to collection and processing of personal data under the KR Law on Personal Information. 7.2. The Provider shall store connection data (CDR) and provide it to KR authorities only as required by KR law. 8. DISPUTE RESOLUTION 8.1. Disputes are resolved by negotiation with a mandatory claim procedure (response within 15 business days). 8.2. If no agreement is reached, disputes are heard in the courts at the Provider's location (Bishkek).
